Man, I hate when people ask questions like that. It's like a double negative, and then you follow up with a negative positive. I hate that too.

Nobody should have the power to define it. Free speech is free speech. Constitutionally protected. With very few exceptions (child pornography for one), no speech should be restricted. As Voltaire said: I Disapprove of What You Say, But I Will Defend to the Death Your Right to Say It. I believe that. Wholeheartedly. I'm sorry if it offends you but you are free to be offended and we can talk about it. Now, personally, there's much I won't say b/c it will offend someone but that's a personal judgment for myself not b/c of any PC word-police. There some I'm offended by (for example, using the F word on here) but I turn the screen or change the channel.
