    In Defense of Igor Frankenstein.

    According to several reliable news organizations, Igor Frankenstein has been captured on Baffin Island, which is in Nunavut Province of Canada. Igor Frankenstein is 3.2 meters tall. He weighs 640 kg. Igor Frankenstein was created in 1756 by Dr. Victor Frankenstein making him 263 years old. He has enormous physical strength. In order to survive and maintain his physical shape, Igor Frankenstein needs 15 to 30 kilograms highly calorific
    food per day. During Igor Frankenstein's life in permafrost, his food requirements were even greater -- he consumed about 40 kilograms of fish per day.


    Igor Frankenstein possesses great intelligence. He is fluent in most European languages including Swiss, English, French, German, Spanish, and Italian. He also knows Russian, Chinese, and Japanese. Igor Frankenstein has kept up with human technology. He has obtained many gadgets for his residence. His residence was an apartment hollowed out of a permafrost ice sheet. He has an extensive library within two rooms. He reads many paper books, although he has been more into e-books lately.



    Igor Frankenstein is guilty of many crimes. When he described his story to Mary Shelly in 1818, he confessed to murdering 5 year old William, 18 year old Justine, Victor Frankenstein's friend Henry Clerval, Victor's bride Elizabeth, and Victor Frankenstein's father. Even then Igor Frankenstein did not disclose the whole truth about his rampage. For the last century, he preyed upon tourists who visited the permafrost region of Baffin Island. The tourists traveled over 5 meter thick ice sheets not suspecting of the traps set up for them. Some of Igor Frankenstein's victims fell into freezing water, while others were ambushed on the snow. Igor Frankenstein's extraordinary size, strength, and grip enables him to easily fracture any human's bones. Many people attacked by this monster suffered days of excruciating pain. Igor Frankenstein's only goal was to cause maximum suffering to the maximum number of humans.

    Many opinion pieces in reliable newspapers point out that Igor Frankenstein is an incredibly evil monster. Some commentators claim that there is nothing good about him. In my opinion, even that underestimates his evil. Even if Igor Frankenstein had positive traits, all of these traits were used in service of evil. His good traits which were employed in service of evil brought much more destruction and suffering then his evil traits. Igor Frankenstein's superior strength and bravery enabled him to conduct his reign of terror. His superior intelligence enabled him to avoid capture.


    All of the reliable media commenters concerning Igor Frankenstein demand a severe punishment for him. Some suggest that he should be shipped of to Iran where he would face a painful execution. Some commenters point out that Canada has a Southern neighbor which is much more cruel then Iran. USA widely uses Supermax prisons. Confinement in such prisons is one of the worst tortures in Human History. Solitary confinement lasting years or decades causes unimaginable suffering and insanity. Survival in summer heat of up to 130 Fahrenheit is a torture in itself. The fact that Igor Frankenstein is used to living in ice will make his situation much worse.
    American guards are notorious for the brutal abuse of prisoners.


    I may be the only commenter within reliable news to speak in defense of Igor Frankenstein. I agree that he is an Absolute Evil. He is literally not a human -- he has limbs from elephants and teeth from large carnivores. But being humane to him will be beneficial to the whole Society and to millions of members of Society.


    Igor Frankenstein should be kept in humane conditions corresponding to his needs. He should have a seven cell unit situated within the perimeter of Millhaven Institution, which is a Maximum Security penitentiary. The first cell should contain his bedroom and bathroom. The second cell should contain specially ordered exercise equipment fit for his size. The third cell should contain dining utilities. Igor Frankenstein needs at least 30 kg of sushi-grade arctic fish per day. That should provide employment to several food specialists. The fourth cell should be very large and it should contain a swimming pool fit for his size. The water should be kept clean, and Igor Frankenstein may prefer icy water. That would require a water cooling system. The fifth cell should contain a flat-screen TV, a computer without Internet access, and a stereo system playing songs from an .mp3 library. The sixth cell should contain a library of paper books. The seventh cell should be reserved for visits by therapists and medical doctors. Igor Frankenstein must have no contact with the outside world or other prisoners. His evil influence would undermine their rehabilitation. Igor Frankenstein should have a therapist that works only on his case and is available for daily meetings. The guards and professionals must be respectful and polite to him.


    The above conditions of confinement combined with maximum security would cost Canada at least $7 million per year. Most commentators and many taxpayers are appalled by such an idea. They point out that according to "Corrections and Conditional Release Statistical Overview 2015", it costs only $151,000 per year to incarcerate a maximum security inmate. They also mention the fact that it costs mere $14,700 per year to keep an inmate in an overcrowded, violent, and not air conditioned Alabama prison. Commenters argue that spending $7 million per year per year to ensure the comfort of an absolutely evil monster is a waste of resources.
    Below I argue that spending this money will bring enormous benefit to the Society and to millions of people.


    First, keeping Igor Frankenstein by himself in a seven-cell unit will provide safe and low-stress employment to at least 40 people -- guards, doctors, psychologists, and food specialists. As we discuss below, the number of those indirectly but still significantly benefiting from humane treatment of Igor Frankenstein will be in the millions.



    Of course, Igor Frankenstein is purely evil and all his abilities have been used in service of evil. He will never be rehabilitated. He will never again interact with free society or even with other inmates. I am not arguing for his benefit. My point is that by treating Igor Frankenstein humanely, Canadian Society will solidify the commitment to treat everyone humanely.



    If Igor Frankenstein is treated humanely, then prison administrations, and the guards would be much more committed to treating the other 4,540 incarcerated killers humanely. They have committed an evil act, but most of them are not pure evil. Even though they serve a life sentence, most of them will be paroled after an average of 12 years. Treating them humanely and helping them find rehabilitation is beneficial both to them and to Society.



    If Igor Frankenstein and 4,540 killers are treated humanely, then Canadian Federal Justice System, prison administrations, and the guards would be much more committed to treating the other 18,400 prisoners humanely. These prisoners themselves, as well as those on all levels of administration would know that they have a right to even better treatment then the worst. Canadian Penal System is harsh by Scandinavian standards, and making it
    more humane will benefit both the prisoners and Society. According to Figure A3 of "Corrections and Conditional Release Statistical Overview 2015", Canada's incarceration rate is high relative to most West European countries. It should be noticed that the exceptional severity of US Justice System does not decrease the crime rate. USA still has crime rate higher then Canada.



    If Igor Frankenstein, 4,540 killers, and 18,400 other prisoners are treated humanely, then Canadian Society would be much more committed to treating troubled, yet law-abiding people humanely. Canadians take pride in their country being much more humane then USA, which is no great achievement. Canadian Welfare State still does not live up to Scandinavian standards. Living up to them will benefit everyone. People who use drugs would be given timely and extensive help. Those unwilling to work would receive good benefits and many of them will eventually find a job they like.



    If Igor Frankenstein, 4,540 killers, 18,400 other prisoners, and hundreds of thousands of lazy people and drug users are treated humanely, then Canadian Society would be much more committed to treating millions of people with genuine Mental and/or Physical Disability humanely. These people are much more numerous then people who are simply lazy. As people can get help without becoming robbers or drug dealers, the crime rate will remain much lower then in USA. Hopefully, Canada will continue to serve as an example of a Society as close to ideal as possible given current resources.

    Starting from Mary Shelly's original work, Igor Frankenstein is a monster who who is deserving of sympathy. My idea is that Society must care even for the worst members.

    To a great degree, from his invention by Mary Shelly, Igor Frankenstein represented not only a monster but an idea. The idea that all humans have innate value -- even the worst. Humanitarian ideas have been influential since XVIIth Century.

    The idea of innate worth of every human was present in Judaism for 33 centuries and in Christianity for 20 centuries.

    I understand that most American taxpayers would not agree to implement Positive Rights at this time. But in Canada, Scandinavia, and many places in West Europe, Positive Rights are already implemented.

    Hopefully by the end of the century, there will be technology and resources for global implementation of Positive Rights.

    I am not interested in positive rights. However, I do think it is smart to teach inmates skills that they lack. I link to Doug Noll a lot here. Prison of Peace.
