Those who feel they have been systematically mistreated and targeted by police are attempting to brand anything affiliated with the police as racist. Where the police and their supporters have failed is quickly acknowledging there are bad apples in the bunch and pro actively getting rid of those police officers.
The challenge is developing a criteria or roadmap that outlines how to decide which police officers are the bad apples PRIOR to a tragedy. Sometimes that is going to be impossible. Other times you can take into account previous actions or comments.
In doing this you risk reducing the pool of qualified candidates for the job.
