The shutdown is indeed a mess. It's creation is Trumps doing and the American public disagree with it and feel Trump is to blame for it.

Trump can attempt to fulfill his promises without holding government employees hostage. A president can make any promises he wants, but he doesn't have authority to fulfill them just because he wants to. A presidents power has limitations.
