Lol...you may not have personally asked for it, but the fact is, those are the states that take more than they give. Their budgets and spending are dependent on Federal dollars as are their poor. You can blame it on "slums" and "Democrats"...but it's not true.

States do not give money. Taxpayers do. States might get some block grants for some things. Most of the money goes to individuals, not states.
