    When he's down with a knife down does = neutralized. and cops are supposed to be trained . Put it this way if I did this I'd be in jail, so if a cop does this he should be in jail.

    No, it actually doesn't. He may be neutralized. He may not be neutralized. To assume a subject who is down is no longer a threat just because he is only armed with a knife is a good way to get dead.

    The police could have easily and safely neutralized that kid with non-lethal weaponry. The problem is that many police in the US have little interest in deploying non-lethal force.

    You are assuming they had less lethal implements at their disposal. Not every cop in every agency carries a Taser. Not every cop carries a shotgun with rubber bullets. Most cops don't carry shotguns at all anymore, which really is unfortunate. If the subject was on PCP, there is a good chance those would not have had the desired effect, anyway.

    Tasers, OC, Rubber bullets... they aren't magic wands that work on everybody all the time. There is no "easy" way to take down a subject on PCP.

    This is not intended to be a smartass question, so please be kind. Did the dead man's autopsy show he was indeed on PCP?
    From what I saw, the officer in question stood over the downed man and emptied his mag into the man. So, he was already down. We cannot see if he still had the knife in hand.
