Given that after two years of trying, Trump has not added any new border mileage (all of the construction so far has gone to replacing and repairing existing structures), Trump is simply focused on being able to say that he built his wall. He doesn't care how it gets done or what else is in the fine print. The wall is his holy grail. He knows that if he fails on the centrepiece of his campaign he will be ridiculed and vilified by his supporters.

Trump speaks with forked tongue. He himself said he didn't need to do this. He could do it more slowly, so which is it? Is it a national emergency or Trump ensuring that he makes some headway on the 'wall' before 2020? I think that the latter is the actual truth. Statistics on illegal migrants do not support his 'national emergency' rhetoric. Illegal immigration is at an 18-year low. The Caravan made for a great deal of incendiary press, but it doesn't represent a massive change in illegal migrants and most of them ended up going through legitimate points of entry. You can hardly miss a caravan of migrants.
The bigger issue is not the migrants but the criminal gangs. The wall isn't going to stop them. They have money. They can put drug mules on planes, they can use drones to move drugs across the border, they can use all the same methods that the Asian drug gangs to bring product into the US. The wall won't stop them. It's an expensive feel-good remedy. The fence around your house won't stop a motivated intruder. I can see wanting to keep Central American criminal gangs out, but that would be more easily accomplished by keeping them out of Mexico. Mexico's southern border is far smaller and more easily defended. I'm fairly sure that America could work a deal to use the US military to guard the known weak points in the Mexican border. Mexican customs personnel can be bought, which is why so many get through.
