" I'm old-fashioned. I like two sexes! And another thing, all of a sudden I don't like being married to what is known as a 'new woman'. I want a wife, not a competitor. Competitor! Competitor!" - Spencer Tracy in 'Adam's Rib' (1949)

It has been destroyed multiple times throughout history. Here a ton of facts about Notre Dame from its website: https://notredamecathedralparis.com/...g-joan-of-arc/
A significant amount of French history came to pass just during its construction.Being one of the oldest and most imposing cathedrals in France, the Notre Dame cathedral Paris‘s construction started in the 12th century and was finally finished 300 years later ...

If my experience is any indication, they'll not seek to do anything but rebuild it as it was.
I would think therewill be a fire suppression component, but I don't think HVAC, internet, etc, will make the cut.
If nothing else, the volume of the cathedral probably makes HVAC cost prohibitive.

I did some early work with LIDAR to build 3D models of a roughly 4 square city block area in 2003 or 2004. It was accurate to several inches. We used it to "paint" live video onto the model so a command center had "just like you were there" situational awareness. Back then the data had to be corrected by humans and it took weeks.
Recently I have been looking at low-end 3D cameras (still and movie). I would love to make a 3D representation of my home and woods. I use Oculus Rift. It would be fun to have for memories.
Call your state legislators and insist they approve the Article V convention of States to propose amendments.

This is probably correct. It won't be a rebuild/remodel project, but rather an historical restoration that will seek to use the same (or as close as possible) material types. Here in the US, if a building is on the Historic Register, all restoration work must be like the original, even down to using horse hair in the mortar.

Islam is so strong in France now there will be intense pressure to rebuild as a mosque.
No. It took William the Conqueror 16 years to build the motte and bailey that eventually became Windsor Castle.

I would guess 2-3 years before rebuilding starts as well, there will be other efforts that happen faster, Temp roofing, bracing etc... but I do not see actual repairs starting in any less than 2 years. The actual repairs I would guess will run at least 3 and as much as 7 years from that start date. Europe and the US have vastly different rules and codes, they vary even more when we are talking about historical buildings so we shall see what they actually replace.
