It is hard to say exactly when. After Caesar died and Augustus became emperor that was really the height of Rome. The period he ruled was the period I think we all think of when discussing Rome. He was highly competent and the empire moved forward. The real problem came in that there was no fixed succession rules.
So after Augustus it became hit or miss on who was appointed and there was also no way to remove them absent assassination.
To make a long story short the issues started after Augustus.
