I would think that serving time without incident, serving probation in full compliance, making restitution to the victim, and doing whatever else the court orders willingly and completely would constitute an "effort on their part".

Submit an application. Request reinstatement of their rights. It shouldn't just happen automatically. These people have a demonstrated history of abusing or misusing their rights.
