Federal law specifies that a firearm owner may legally transport his firearm from any location where it may be legally owned to any other location where it may be legally owned. That includes passing through areas along the route where it may not be legally owned.

New York State can only control what happens within the state. I can't see it precluding the transportation of arms outside of the state. What it can do is limit the means of transportation within the state. Rules like ammunition cannot be transported in the same space as guns. Weapons cannot be loaded. They could even require a special transportation permit.

It depends on how the courts interpret "infringed" in terms of transportation of weapons in the 21st century. The 2nd is complicated by an anachronistic agenda unique to the 18th century which has to be separated from a far different 21st century and how that impacts the sovereignty of the states. NY State has an enormous population and a historically large virtually corporate criminal contingent who import and export illegal weapons. Their proximity to major seaports adds to this state specific issue.

Importing and exporting, or simply owning illegal weapons is already...illegal, is it not? The way to crack down on the criminal trafficking of firearms in and out of NYC or anywhere else is to increase security and inspection measures at the ports and airports, and to vastly increase the legal penalties for said trafficking. It isn't to enact new laws that keep a private citizen from transporting a lawfully owned firearm from one place to another.
