I think the government needed to put the entire matter of OBL to rest once and for all (even though they undoubtedly suspected that he was long dead) but without a dramatic death, fake OBLs could continue to stir the pot and appear to continue to lead AQ indefinitely, making America look incapable of killing him, thus emboldening the terrorists and boosting recruiting efforts.

Yeah, well 'burial at sea' wasn't the only way to accomplish that. He could have been removed to the US and been examined by third parties before being cremated, if it was really OBL.
