    This appears to be another case where the government lacks the expertise to write a requirement. No doubt some former sergeant who now works in a government Program Office cut and pasted a specification from another program. Every requirement must be contractually met. So if you want that clutch disc to work during and after a 6G turn or in a nuclear warfighting environment the contracting company must devise tests to prove the part meets the government's requirements.

    There are always a few competent engineers on a Program but most are people unable to earn a living outside the government.
    Call your state legislators and insist they approve the Article V convention of States to propose amendments.

    In my opinion, you err.

    Many of the people in Program Offices are engineering incompetents. They are lazy and talentless. Instead of determining what their program needs they cut and paste requirements from some other program. Often the cut and paste is for an entirely different capability. I have seen it and argued against it.

    In other cases it is a fear of risk and fear of failure within the Program Offices.

    The federal government is incredibly inefficient , essentially because it can be and that is because we allow it to be. Defense contracting is a notorious wasteland even by federal standards. The thing is that she'll have to grill a 1,000 more from industry, Military and Washington to scratch the surface. This kind of thing was also explained in the movie "Men in Black" . In order to have secret projects you have to have untraced funds.

    We need more people like AOC to step up to the plate and hold our gov accountable. We the people also need to step up to the plate and do our civic duties. Even then it is not a sure thing. But it is a for sure loss if we do nothing at all.

    AOC, like you, and all activists, has no interest in holding the government accountable. She seeks to use the government, empower it even more, to achieve her agendas.
