Did Hillary "contact the appropriate agency" when she hired a foreign national to use his Russian contacts to "dig up dirt" on her political opponent, and then his Russian contacts very likely used that opportunity to funnel disinformation back to said foreign national? That information was then compiled into a "dossier", and illegally used to spy on American citizens. Would THAT be bad? No need to answer, it's rhetorical.
