    SECTION 2:
    Representatives will be figured among the States according to their numbers, counting all the people in the State, except Native Americans who are not taxed. If a State will not let any male citizen over 21 years old vote freely (unless he commits a crime, or takes part in a rebellion), the num­ber of Representatives for that states will be reduced......snip~

    I have read the 14th and it could be used to require a citizenship question for voting apportionment but there is no language in the constitution requiring only citizens be polled. In fact slaves were not considered citizens but were also counted.

    That section mandates a numeric penalty for the state if it prevents a citizen from voting for a reason other than cause - for being a felon, for example. It was intended to serve as a disincentive for voter suppression by the states. How you're reading it to mean something entirely different is a mystery.

    I didn't....I posted it because that was what Peter was looking at. How you assumed I was reading it different. Isn't a mystery to me.

    And by subtracting them out is effectively the same as not counting them. With the question on the census it would be easy to count them and subtract them out.

    A numeric penalty for not using only citizens for the count for the General Election.

    or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State.
    It is a crime to be in the country illegally. That means that only citizens must be used to count for representation.
