War happens when two sovereigns can't solve their conflicts diplomatically. Typically it is over allocation of limited resources.

There is actually a book on that topic. I have it some where...
...he discussed the Peloponessian War, the Punic Wars, the Cuban Missile Crisis, and something else. Forgive my memory, it's been two decades since I let my father borrow it..
The author's conclusion was that war is often the result of leaders getting themselves backed into corners from which they cannot escape from and expect to retain power unless they choose to go to war.
Then again, sometimes they want to go to war. Hitler was perfectly willing to risk war when he attacked Poland. He expected England and France to continue their dead-balls approach to his territorial agressions, but he was ready for war, too.
Germany ' s von Moltke Plan of pre-WWI times expected Germany to take out France by invading neutral Belgium in time to pacify the French so the Germans could about face and confront a mobilizing Russia, if necessary.
The American patriots had to fight once the British moved to disarm them. The alternate choice was slavery.
Sometimes wars are necessary

So greed and wanting that which is not yours? The exact opposite of how nations want their citizens to behave. But yes, I believe the answer, or at least the main one , is greed. Not greed of the masses so much as greed on the part of the few. Typically these days these few are not actually in the war.
