The attitude has shifted from "officer of the peace" to "war fighter". Cops are indoctrinated into viewing Americans and American communities as potential combatants and warzones. Cops have also been indoctrinated into putting "officer safety" above every other consideration, including the civil liberties of the people they're supposed to be serving.

Judo chop? How about basic hand to hand combat techniques - the ones they teach in the military or do you think that military personnel can get away with just shooting everyone who makes them nervous? Even the narrator in your video commented on that cop's lack of "empty handed" skills and stated "you do not want someone who is intent on taking your gun having your back and having your neck", "this is a very significant issue". The aggressor had more empty handed skills than Sr Officer Harrison and now injured but unarmed still got Officer Harrison in a choke hold and took him to the ground. But for being shot by Officer Bidinger he would have taken Officer Harrison's weapon. So basically Harrison's lack of skill ensured that Bidinger had to shoot the perp in the head before he could take Harrison's weapon and potentially kill both officers. This should be a training video on what not to do.
Other mistakes pointed out by the narrator:
If you have a knife wielding aggressor, keeping your vehicle between you and the aggressor might be a better strategy which would have allowed them to use a less lethal weapon like a taser to essentially disarm him rather than allowing the aggressor to push them onto a major thoroughfare.
When issuing commands is ineffective, perhaps using a different tact to engage the aggressor i.e. hey man what's your name etc., might help to diffuse the situation.
Once the aggressor started rushing Harrison, Harrison started shooting wildly (per the narrator) and most of the 10 rounds expended did not hit their target. Per the narrator, this is an issue with emotional fitness.
Harrison failed to anticipate that the aggressor who was clearly bleeding, could still get up and charge him again.
