Each of your examples is diametrically different from the other two, and, as such, your analogy fails. The two examples (one, mine) that are closest are the chants surrounding the Brown VS Board event and the "Pigs in a blanket," chant, both of which were intended to dehumanize and (potentially) result in violence. "Jews Will Not Replace Us" is an antisemitic chant but one with no teeth. The people who chanted it were condemned for doing so - just as Ilhan was condemned for her antisemitic statements. The "Send her home" chant is completely different because it's not based on race, religion or anything the Ilhan cannot control, but rather based 100% on her words and actions.
