In view of the denigration of and loss of respect for law enforcement that this childish behavior demonstrates, yes it should be a felony and whatever else is necessary in criminal punishment to stop it. You're missing a very important point, by the way, and that is just who is it that is denigrating law enforcement again and getting away with it?

I miss nothing, but I am not prepared to stereotype because the result of that stereotyping could very well lead to ostracism and hatred. "Who" is doing it is less important than the fact it must be stopped.

Every one of the punks throwing water at officers deserves a stiff jail sentence. Bust a few of these thugs and the problem will go away, failure to do so will only serve to enlarge the problem.
