I agree that they should pay for their crimes -- or for their plans to commit crimes -- but until a person is convicted, I'm still an advocate of the "innocent until proved guilty in a court of law" thing.

If the American government insists on proclaiming the "War on Terror" to encompass the entire world and everyone in it, until such time as "terrorism" ceases to exist, then the United States and all allied countries have logically to be considered to be part of the "war zone". The next step is re-categorize virtually all violent crime as military offenses, effectively putting the U.S. under martial law. Are you concerned about the militarization of domestic police agencies now? Keep sending civilians before military tribunals and see what you eventually get.
