Maybe the contested action occurred prior to the video unless clothes were just in short supply in the neighborhood. But if that was the case it seems he'd he guilty of some sort of unlawful restraint.
On the other hand we do have two justice systems.
He's guilty of at least holding her hostage and assault, at the very least. The guy is literally dragging her while she's trying to flee.
