Many individuals within these countries’ public and private sector leadership have taken advantage of US exchange and educational programs and have an inclination to support closer ties.

You sometimes talk as though the whole world are just Russian, American and possibly Chinese states. Spoiler alert, they aren't.

Actually, that is a large part of it. Huge, bloated and self-serving bureaucracies retard development in Africa. Now it's cute that you think Africans should still be hunting and gathering (nothing racist there...lol) but that has that air of unreality most of your ideals have.
