How does torturing people help anyone.

Norway is a small nation with a homogeneous population. As they absorb an alien culture from the Middle East and North Africa you will see crime rise, and the taste for a welfare state sour.

Sure it does. Every society is going to have a certain percentage of citizens who for whatever reasons are largely unemployable. In the US economists put that somewhere between 3 and 4 percent.
