First unless your a full citizen of the us you have no right to vote as far as im concerned.

California is looking for a way to increase their elector numbers by allowing illegal aliens fo register and vote, locally. Once their numbers get high enough, they can increase their electors. They really don't care about anyone who makes less than 50 thousand a year (that's poor in CA), they just want those numbers.

They count everyone in the state for the census, even if they are not registered to vote.

heck, I know that. It is one of the reasons the dems fought to keep "Nationality" or "Citizen" off the census. If they can count illegals as US citizens, then that opens a whole can of worms.
They can't speak English, but CA will surely allow them to vote in a national election, just because they were "counted."
