There's something odd about this story. As far as I can tell, the only legal problem is that the women knew full well they were traveling to the US to have their babies born as US citizens and then adopted to US families. There's some sort of agreement we have with the Marshall Islands for women not to do that. Peterson worked with legitimate adoption agencies -- the adoptions are all legal. But, he had the women lie and come here to give birth.
The alternative would be to have the women give birth in the Marshall Islands and then arrange the adoption from there. What I think is wrong here is the idea that the women shouldn't travel here to have their babies. The baby will be born an American citizen so the adoptive parents don't have to worry about that process, and the babies (who will be adopted by Americans) probably will have a much safer birth in the States as opposed to the islands. The other thing is that the babies will go quickly to their new adoptive parents without the delay.
To me, what Peterson was doing makes the most sense and I suggest they change the law rather than make it more difficult for Americans to adopt.
I'd be willing to bet something else is going on here -- perhaps a personal vendetta.
