Too many laws are not good, I'll agree.

But, we need laws against animal abuse -- and they need to be every bit as strict as laws against human abuses.

Personally, I don't think this law goes far enough. I think anyone who does those things to an animal ought to be hung.

Which of the Enumerated Powers does this fall under? Perhaps in the case of, for example, a dog fighting ring operating in several states. But not a general animal abuse federal law.

There already are laws against animal abuse. Congress is simply duplicating what states have or have not deemed necessary. All that pile of $#@! in Washington does is duplicate what has already been done. Count on it. They are worthless. "Hate crimes" is another example of duplicity in law for one purpose and one purpose only -- to extend the reach and grip of federal government. Just crap.

But then, as the circus master PT Barnum once noted, "there's a sucker born every minute".

As FK points out, the bill was passed unanimously, Lummy. Being a decent human being is not, contrary to rumor, a trait found only in Democrats.

The federal law is very narrowly focused. Fortunately many state laws - not all, unfortunately - are much more comprehensive, and need to be.

The more I see and think about it, the less I favor the "animal abusers often go on to be violent toward people" rationale...because, while true, it lessens, in my view, the inherent evil and seriousness of the animal abuse itself. There is something seriously wrong with a person who can look into an animal's eyes and do the things they do to them - something twisted and evil at its core. Those people deserve to be punished, shunned and then punished some more. I favor a list, similar to the sex offender lists, that would help to keep track of those people and hopefully ensure that they are never able to own a pet, live in a household with a pet, or work in a job where they have contact with animals they could hurt or abuse. If you or people who think like you believe that that kind of thing is government overreach, I couldn't care less.

I'm not a fan of "hate crime" legislation, but this new animal abuse law just covers a few loopholes in previous laws. But like I said -- it falls short -- animal abusers should be hung.

As I stated, the new federal law would be very narrowly focused. It addresses the making and distribution of videos depicting animal cruelty, which apparently some really sick individuals get off on.

The Preventing Animal Cruelty and Torture (PACT) Act was unanimously passed Tuesday, expanding a prior law that criminalized the creation and distribution of "obscene" videos of animal abuse.

The sale and distribution of videos aspect is what brings it under federal purview.
