    Women Shot By Cops After Committed String Of Thefts, Police Say

    the suspects committed a series of theft related crimes in at least 11 locations in Southern California and the Bay Area, of which at least 9 were shopping malls and/or retail stores. Information obtained during the investigation indicates the suspects were shoplifting in Daly City on September 27 before spending the night in Walnut Creek. The suspects then stole a paper temporary license plate from a vehicle in Walnut Creek and on September 28 aresuspected of committing multiple thefts in San Jose and Palo Alto before arriving at Hillsdale Shopping Center in San Mateo that afternoon.The suspects were also seen on camera committing numerous thefts there, including the theft of a woman’s wallet and subsequent use of her credit card to purchase gift cards at Macy’s. While the suspects were inside the Hillsdale Shopping Center, an SMPD officer observed the suspects’ rented Chevrolet Malibu illegally parked in a handicapped stall without a placard

    I think this is a borderline shoot. Extremely borderline. The shots started immediately after the cops got out of their cars. The perps weren't trying to run the cops over. And they continued.

    Neither shoplifting nor eluding are capital offenses in this country.

    7 officers deployed for shoplifters AND a police chase, plus shots fired. Wow. No possibility to have an unmarked car to trail them home? Do the police have to create fight or flight situations?

    God they acted like it was a national security threat stop. Good Lord. Something is wrong with our system. It was theft, not a national security issue. Darn.

    That aside I'm looking at this as to the reasonable assessment a cop has to make that makes him or her believe that killing the suspect (who by the way has the the presumption of innocence) is the appropriate course of action. In my opinion those standards were not met with this interaction. The suspect was trying to get away. A lot of suspects do that. It's when the cop's life is in danger that they have the right to respond with deadly force. A good example of this is the video of the woman that came at the cop with a pair of scissors in her hand screaming "well shoot me then" after being warned that he would shoot her.

    This is a problem with departments hiring poor candidates -- ones who probably wanted to be the cops they watched on NCIS. Departments need to employ better psychological testing and they need to train officers in how they can deescalate situations rather than ramping them up.

    I have to wonder whether some of these cops, in those stress filled situations, become detached from real life and think they're playing a video game. I also believe that too much emphasis in training is placed on "controlling the situation" above all else. The individuals who shot at that vehicle should be fired and prosecuted.

    I certainly agree with that. Additionally, what kind of protocols allow for this kind of over the top response to shoplifting, even if it's a repeating pattern? At most this is petty theft. Yes, you want to catch shoplifters. They cost us all a great deal of money, but this is not a violent crime. If you are the police, you want to identify them and connect them with the theft but not at all costs. No one's life is in danger. This represents a disconnect between the crime and the response. How do these officers call this in and get the OK to engage in a police chase with back up on a shoplifting report? There is a problem with this police department.
