The Legislative Branch ultimately has the greatest power. It makes law. It controls the purse. The Executive has the power to veto bills, but the Legislature, can with a super majority override that veto. The Executive commands the military, but the Legislature controls the money to operate it.
I don't think there is any doubt, that Congress is the most powerful branch of government. The Judiciary has tried over the years to assume powers it was never intended to have, and some might say it has the greatest power because it can declare the actions of the Legislature or the Executive to be unconstitutional, but really, it only has the power the other branches allow it to have.

That isn’t the definition of co-equal.
Either way you just described checks and balances. Not that one branch has more power than the other. Throw in executive orders and you have legislation at the executive level.
I don’t get your logic on the the judicial branch. Neither the executive nor legislative branches give power or take power away from the judicial. Only the Constitution does that and the judicial branch is the last say on the interpretation of the Constitution.

The Judicial Branch has no enforcement ability. It can't do anything but make pronouncements.

Executive orders are not law. They are instructions for the management of the Executive Branch of government.
