When did the US constitution ever give the president the power to control spending?

I have never understood why we tie everything from spending to the health of the economy on the President when it's Congress that controls the purse strings.

Obviously there are millions of people who need civics lessons when it comes to the issue of government spending.

Some people seem to think that a president controls the purse strings. They must believe that the congress is just along for the ride.

These same people fall for it when their congress critter complains about the national debt, but supports wild spending increases. Then they cry foul if anyone proposes any measure which places limits on spending. They will even complain if spending is increased by a lesser percentage than what they want.

I remember times where a spending increase was portrayed as a "draconian cut" because the increase was only 5% when they wanted 10%.
