    I'd imagine the non representation fuels part of the apathy, but I suspect motor voter laws fuel the most. Those that registered via MVLaws probably wouldn't have registered to vote on their own. Not mention those that walk the streets asking "are you registered to vote" if not "would like to register".

    Both have been proven to be highly effective in registering voters, especially disenfranchised voters. There’s nothing woron with that. As many legal voters as possible should be freely unencumbered.
