Typically the aircraft manufacturer (and others) would get to see the data from the black box to see if whatever went wrong was systemic, and a danger to the fleet. But Iran said it would not share the black box immediately after the crash.

That is a clue.

Iran is not providing either of the two black boxes because they know better than anyone the problem wasn't "systematic". At least systematic with systems on the aircraft.
