I'm finding it hard to believe you even read the article, PJL. Can I just point to a section.....here, I'll put quotes around it....

Apparently . The bulk of his document is about military strategies in a war with China . However , China and the countries surrounding the South China Sea have settled their differences and signed documents accordingly . Even Japan has improved diplomatic and trading relationships with China. The Sth China sea is about trade - not war. The author of this paper is not the last word on the situation in the Sth China sea - the countries who exist there are.
