    China’s coronavirus lockdown — brought to you by authoritarianism

    But as Chinese officials scrambled to control the spread of the virus, they also moved ahead with a controversial travel ban, effectively locking down tens of millions of people to try to contain the outbreak. The move came at the peak of a busy season in China, when hundreds of millions of people typically travel for annual Spring Festival celebrations.

    “Only the Chinese government could implement draconian measures to such a large scale,” said Yanzhong Huang, senior fellow for global health at the Council on Foreign Relations. “It might be an example of resilience of the authoritarian state, especially in a crisis setting, but there is no strong evidence supporting that the approach will be effective.”
    But millions have gotten through the road blocks. So it is too late.

    China has quarantined 50 million people- will it work?

    Western medical experts say, not likely.

    The race to curb the spread of the new strain of coronavirus that has killed more than 100 people worldwide has triggered a massive public health experiment in China that is being closely watched by health experts around the globe.
    Chinese authorities have indefinitely barred 50 million people from traveling and advised them to stay home to contain the rapidly spreading virus, known as 2019-nCoV.


    A quarantine of this scope is "absolutely unprecedented," said Lauren Sauer, an emergency medicine professor at Johns Hopkins University. "I can't think of anything that comes even remotely close."


    On Tuesday, as case counts rose, Chinese authorities agreed to allow the World Health Organization to send international experts to China to assist with research and containment of the virus. It is unclear whether or how that will affect the standing quarantine orders.


    The virus has so far infected nearly 5,000 people on four continents after it was first detected late last year in Wuhan, China. Five cases have been reported in the United States, including two in Southern California.


    China's containment measures could theoretically prevent infected people from introducing the virus elsewhere in the country or world, experts say. The virus is believed to be spreading from person to person through coughing and sneezing, though information evolves daily.


    But the lockdown orders were likely put into effect too late and could lead to food and medicine shortages that worsen the outbreak, said Lawrence Gostin, director of the World Health Organization Collaborating Center on National and Global Health Law.

    US declares coronavirus a public health emergency

    The Trump administration, while insisting the risk to Americans from coronavirus is low, nevertheless declared a public health emergency on Friday and announced the extraordinary step of barring entry to the United States of foreign nationals who have recently visited China.

    In addition, U.S. citizens who have traveled within the past two weeks to China's Hubei Province - epicenter of the coronavirus epidemic - will be subject to a mandatory quarantine of 14 days, the incubation period of the virus, officials said.


    Americans who visited other parts of mainland China will undergo special health screening upon their return, followed by up to 14 days of "monitored self-quarantine," under the temporary restrictions.


    The emergency measures were unveiled by U.S. Health and Human Services Secretary Alex Azar at a White House briefing, shortly before the Centers for Disease Control and Prevention (CDC) and local health authorities announced a seventh U.S. coronavirus case had been confirmed in Northern California.


    The latest U.S. patient was identified only as a man in Santa Clara County, south of San Francisco, who became ill after traveling to China and has "self-isolated" at home, Sara Cody, director of public health for the county, told reporters.


    She said the CDC was seeking to determine whether the man was infectious while flying home.

    No virus responds to antibiotics. Antibiotics are strictly for bacterial infections.
