But when he was on a mission to remove Obama from the history books, he did away with a carefully crafted plan that put our advisers around the world in problem locations at the onset of an outbreak. That program is gone and we now just sit and wait for disease to reach our borders.

That program was started under Bush, so, you're wrong as usual.
