    It is not double dipping. Medicaid funding and the new funding authorized on this bill are for two entirely different purposes. The fact that the Republicans didn’t try to exclude for profit healthcare providers that get Medicaid funding from this bill proves that that was not their concern. They simply wanted a back-door way to prevent Planned Parenthood from getting access to this funding. They, not the Democrats, chose to write abortion providers into the bill.
