Usually if an employee is acting outside the scope of his employment his employer is not liable for his actions. Committing a crime, in this case framing a suspect, is not considered to be action within the scope of employment. If a post man was driving the mail truck drunk and hit someone, that would not be considered in the scope of his duties.

There may be an exception here since they were sworn LEOs.

Considering the state is making a decision that can ruins someones life based off of what their employee does, I think the changes the situation. They're the ones putting people in prison wrongly and they need to be held accountable. And they need to hold their own accountable. Crooked cops and prosecutors who play God with peoples lives need to be in prison for life without parole or face the death penalty. The state is negligent in how they handle their subordinates.
