Just because Finland has a generous welfare system , does not make them a welfare state . It's ironic that their welfare system is understaffed , in coping with unemployed people seeking welfare........FFS , just train more unemployed people to cope with the increase .

This is a time of crisis , in which some of the workforce will be repurposed to where they are needed most. Maybe half the politicians should be sent out to work in rural areas - that would automatically reduce the problems by half.
