Looks like we are via the govt. From what ive read its not illegal what Exxon is doing they are covered by a 30 yr old law.

The loophole that enables Exxon to avoid paying an eight cents per gallon tax into the cleanup fund? Technically the pipeline was not transporting—and did not leak—oil.
