Dogs are thinking that they want to please you, that they want to play and that they are hungry. Occasionally, they are thinking that you are annoying them, but that's rare. My ragdoll cats couldn't care less if I trim their nails, and one of them has an anxiety disorder. The key is just to be quick and accurate (and there is a learning curve).
My eldest loves using scratch posts so he wears his down naturally but the anxious cat and the newer kitten require their nails to be trimmed. They generally like the attention for the first two paws, then they realize you are violating them on the third paw, and there's a slight struggle for the fourth. I try to break it into two sessions so they never get to the point of realizing what's going on.
