WHO is responsible for writing the laws in Texas?

I've been trying to find out who exactly is responsible for creating laws in the state of Texas.
More specifically, laws that govern driving laws, and citizens self-protection.

I have been looking online for some time, but all I'm finding is generic information and vague references to different parts of government.

I've emailed several political offices, as well as the governor, and have never had any response (it's been over a year).

So, I thought I would come onto a political forum and see if anybody has any names, titles, emails, and/or addresses where I can write to the people in charge of writing and making actual laws in the state of Texas.

Lobbyists write the laws, state legislators vote on the laws, then the governor signs the laws into action.
