    The problem with ‘gypsy’ cops...

    “In law enforcement in the United States, the phrase gypsy cop is slang for a police officer who frequently transfers between police departments, often because of or regardless of misconduct or poor or unsuitable job performance.”

    Some Police Departments, it would seem, do not know the background of prospective officers, if they don’t disclose their work history. While you would think that hiring a LEO would require some sort of comprehensive background check, it doesn’t appear that it is necessarily standard practice for all law enforcement agencies. Take the case of Timothy Loehmann, the Cleveland officer who fatally shot 12-year-old Tamir Rice in 2014. Prior to joining the Cleveland PD, Loehmann resigned from a suburban police department shortly after his supervisor recommended his termination for, among other things, an inability to follow instructions.

    St. Louis police officer, Eddie Boyd III, “pistol-whipped a 12-year-old girl in the face in 2006, and in 2007 struck a child in the face with his gun or handcuffs before falsifying a police report, according to Missouri Department of Public Safety records”. He has since been hired by two other police departments.

    Smaller urban police departments without the resources to conduct extensive background checks and proper screening of officers all too often become the unwitting employers of these ‘gypsy’ cops.

    However in many states, records of officer complaints/disciplinary actions are not maintained in personnel records permanently, but are purged after a period of months or years, often at the discretion of the employee due to “expungement” clauses in the employment contract.

    In Illinois, the Illinois Personnel Record Review Act prevents the disclosure of disciplinary records more than four years old. https://www.jdsupra.com/legalnews/ce...records-89121/

    Thus even if a prospective officer’s background was checked, the records of disciplinary or police misconduct actions may have been deleted. This effectively allows “bad apples” to move around from PD to PD with relative impunity.

    This bad apple (i.e. Eddie Boyd) is black. Just want to put that out there as a case in point of the racial narrative being largely bogus.
    Whoever criticizes capitalism, while approving immigration, whose working class is its first victim, had better shut up. Whoever criticizes immigration, while remaining silent about capitalism, should do the same.

    What racial narrative? The discussion is about 'gypsy' cops - it doesn't matter what color they may be, but the fact that they are unfit to be police officers. The "bad apples" that are oft referenced as being responsible for all of the bad press that police departments are enduring don't necessarily end up being security guards if they are dismissed, but show up in someone else's community where it's a case of rinse and repeat. I heard anecdotally of one case of an officer moving 9 times in 9 years. The point is that if these officers are unfit for duty, they shouldn't be able to jump to another unsuspecting police department.

    The one connecting police brutality and "bad apples" with race. Yo know, the one you NEVER fail to support.

    Right. We agree. Race doesn't matter. This is a real problem unconnected with race. Let's try to remember that going forward.

    This is another reason I rage about standards doc...shopping cops should not be allowed and Police always did comprehensive back ground checks before you were hired plus comprehensive psche tests and health and accruity tests.

    ALL OUT THE WINDOW when they passed that you dont have to have a squeeky clean record..yes you heard those with records can still be hired as police...This is so simple Doc, Mayor and Council says how much money do you need to give new hires FULL comprehensive background and psychological tests..thats it all it takes



    If Police Depts were funded enough to do comprehensive background checks and psyche tests cop shopping would end.

    99% of all Police problems are STANDARDS and Funding on the Operational side of the budgets, DEMOCRAT cities whos priorities are buying votes always fund whats necessary and that only...like training guns and ammo, they neglect the operational side and thats where that money comes from...YOU REAP WHAT YOU SOW.

    Without going into the politics, perhaps whenever a LEO is fired for use of excessive force or sexual assault etc, his/her name should be added to a central database so that those law enforcement agencies without the resources to do extensive background checks, can just check there before hiring these individuals.

    I am reminded of how churches at one time simply moved pedophiles from one parish to another, rather than turning them in to police. In this instance, sociopathic LEOs are able to move from one jurisdiction to another either because of a lack of resources or because the record of their bad acts has been expunged from their personnel record.

    This has happened with cops, predatory homosexual priests and Boy Scout leaders, teachers etc. The circumstances vary. In many cases the allegations are impossible to prove but the institution in question just wants to get rid of the person so they send them along.

    I agree wholeheartedly with you on this and have no problem with that, tell politicians to fund it...dont you find it surprising that you and I can agree on that and with all the hatred and blaming cops for everything...some politician in some city somewhere didnt think of doing that.

    I think that it's the sort of data that the FBI should be able to collect. They maintain all manner of databases. This would be just one more - not even a very large one. It wouldn't take much server space. All of the individual states would have to agree to supply the data, but it would be in their mutual interests to do so.

    Doc they do that now and have been doing it, all crimes are in the data base, no one is checking, all police that have bad records are in the data base especially the firearms database.

    Liberals love to talk about systemic everything, Police are systemically screwed up by the politicians in charge of it
