Not Democrats; the system has been designed with flaws and judges are very hard to remove (think they usually just retire). Here is a state by state breakdown of how to remove a judge. Then, it becomes more complicated because it can be difficult to replace a judge and that would negatively impact judicial efficiency, sometimes for years. Another issue is that you're dealing with seasoned lawyers who can put up a better fight than would typically be found in other branches.
