No it doesn't. A bill is introduced and will go nowhere. We added 1,500 new agents with Obamacare and they're going to get paid. Congress, Republicans and Democrats both, see the IRS as their bagmen who rake in the money that they get to spend on family, friends, and occasionally public needs. The IRS will not be reined in by either party.
