The best way to control healthcare costs and quality would be:
a) Across-the-board tort reform - eliminate excessive litigation. Will never happen, most legislators are former trial attorneys, they're bought-and-paid-for by BAR associations.
b) Reimburse based on outcomes, not services provided - we were already heading in that direction before this ACA cluster$#@!.
c) Dis-incentive for over-utilization - we were already heading in that direction also.
