I'm not normally a "legislate it" type or person but in this case I'm going the government route.

1. I would repeal the ACA,
2. Create legislation that forces doctors and hospitals to publish prices
3. Allow insurance companies to cross state lines to sell plans
4. Expand medicaid to individuals AND families for those that truly need it
5. Offer tax incentives to hospitals willing to accept payment plans and medical care financing

The best way to control healthcare costs and quality would be:

a) Across-the-board tort reform - eliminate excessive litigation. Will never happen, most legislators are former trial attorneys, they're bought-and-paid-for by BAR associations.

b) Reimburse based on outcomes, not services provided - we were already heading in that direction before this ACA cluster$#@!.

c) Dis-incentive for over-utilization - we were already heading in that direction also.
