The G77+ China group of 133 countries walked out of the United Nations climate change conference in Warsaw on the Loss and Damage mechanism after developed nations refused to agree to terms.

In Wednesday’s session, G77+ China negotiator Juan Hoffmeister walked out of a closed-door meeting when delegations from the industrial block refused to agree that the mechanism for such compensation is needed now and not after 2015 when a new climate change agreement is expected to be signed in Paris.

Hoffmeister said that key elements of the mechanism were missing from a weak draft.

“We want the draft to be strong. We are with G77. We support very strong steps for loss and damage, and anything that does not fulfill that should be highlighted,” Indian Environment Minister Jayanthi Natarajan said after the walk out.

As part of the demands, the developing countries want developed nations to honor a 2009 Copenhagen pledge to provide up to $100 billion by 2020 for environmental damage.

"The 100 billion is a goal we need to establish a very clear roadmap," said Natarajan. "Unless that is provided for, it will be impossible for us to take forward any meaningful discussion and we feel the negotiations will be rendered completely meaningless," she told journalists.

Representatives of the poorer nations argued that the financial burden associated with global warming is out of reach for them.

Loss and Damage is set to become a mechanism where the world’s developed economies provide financial assistance to the developing world as compensation for greenhouse gases caused by the industrialization of developed nations. It was created in Doha in 2012 at the annual UN climate change summit known as COP18.

The Doha climate summit also adopted an extension of the Kyoto Protocol up to 2020.

The walkout included Greenpeace and other climate activists.

“Our proposal is meant to make available for countries a metric of their historical responsibility in terms of temperature rise. It would be one of the elements in the future agreement,”Brazil’s Ambassador Jose Antonio Marcondes de Carvalho explained last week.

Under such framework the UN’s Intergovernmental Panel on Climate Change would be tasked with creating a methodology to calculate countries total output of greenhouse gases since 1850 in determining each nation’s historical responsibility for global warming.

The US, EU, Canada, Norway, Israel, Switzerland, Australia and New Zealand opposed Brazil’s plan with the US delegation arguing that such an approach is flawed.

“Temperature is a lagging indicator and does not show up until well after emissions have occurred,” Kim Carnahan said on November 11. “Such an approach would provide some countries with cover to act in a manner that is much less ambitious than their current capabilities.”

HTEW premiered an episode, Sunday, 12/1/13, which isn't as good as I want, from Science Channel.

They left out every significant feature, regarding what is going to happen, after admitting the cooling cycle is broken, to reiterate, how the Earth will freeze up, again, some day. Of course it will, but so-bloody-WHAT? GHGs are off the hook, and volcanism is imminent.

Come on, MAAAAAAHN and Lizzie Bonnin . . . volcanism blows out a load of GHGs, which don't degrade, before the end, of any possible volcanic winter.

You can do a better show, than that, when you have lots of money and a TV contract and production staff, which is apparently too lazy, for this thread OR for several others, re AGW and ACC, at any several, of the better forums.

I expect this show to eventually sort out some scientific AND legal issues, after watching their neglect accumulate, in this weakened episode.

Methane (CH4) is the most abundant organic molecule in the Earth’s atmosphere and plays important roles in both the planet’s radiative energy budget and global atmospheric chemistry (Brasseur et al., 1999). It’s presence in the atmosphere was first noted in 1948 from features in the infrared absorption spectrum [Migeotte, 1948] and it is now routinely measured. CH4 is the third most important greenhouse gas after H2O vapor and carbon dioxide (CO2) and has a Global Warming Potential (GWP) 25 times that of CO2 on a 100 –year timescale (Forster et al., 2007).

There's to be more methane and water, in the atmosphere, to go with all the CO2 and sundry GHGs, which sundries include loads of non-degradable industrial GHGs.

We are already supposed to be cooling down. This won't happen, sorry. To go with the greenhouse effect is a weakening magnetic field, likely due, to the periodic reversal, of Earth's poles, now underway.

Given the level of denial we see, and the damage now evident, the courtrooms could heat up, any time now.

Woodrow Wilson Center: ‘Giant Number of Refugees’ Are Result of Climate Change
June 24, 2016 – During an event at the Woodrow Wilson International Center for Scholars on Thursday to discuss how women are disproportionately affected by climate change in developing countries, Jane Harman, president and CEO of the center, said that many of the refugees around the globe today are being displaced by climate change.

Harman said it is in the interest of the United States to “build resilience” in these countries to prevent migration and even terrorism. “It seems to me that the U.S. has a direct interest in building government capacity, which will build resilience in the countries you’re talking about,” Harman said. “Because if we don’t do it, guess what happens?” she said. “What we’re seeing right now is – it’s not just refugee flows, which is also horrible and heartbreaking – oh by the way, climate refugees are a giant number of refugees.”

We’re also seeing the export of terrorism caused by instability in those countries, Harman said. “So it seems to me if we want to reduce – we’ll never totally prevent it – but want to reduce the terror threat to the United States, we have to help build resilient capacity in countries abroad,” she said. The framework for the conference, “At the Eye of the Storm: Women and Climate Change,” was described as follows:

“Struggling to save their failing crops. Walking farther to fetch clean water. Protecting their families from devastating storms and violent conflicts. Experts warn that women in developing countries will be disproportionately affected by climate changes. But women could also hold the keys to solving the climate challenge. “Empowering women through education, economic opportunities, and reproductive health care can make surprising contributions to the climate fight. To make this happen, we need to bridge sectoral barriers and work together to ensure that women are climate victors, and not climate victims.”

One panelist, Public Policy Fellow Maxine Burkett, shared the story of an Indonesian woman who wants to save the forests in her country. “My people regard the Earth as the human body,” “Mama” Aleta Baun said. “Stone is our bone. Water is our blood. Land is our flesh. Forest is our hair.” “If one of them is taken away, we are paralyzed,” Baun said.

Climate change threatens American parks...

'Climate Change' Named One of Biggest Threats to America's National Parks
August 25, 2016 | "Climate change" and "staying relevant" are two of the biggest challenges for the National Park Service as it celebrates its centennial this month, a park service official told CSPAN on Thursday.

"So climate change is one of our very large threats," said Mike Reynolds, deputy director of NPS operations. "We have a very large science team working on that with partners in the science community. So we're very concerned about how to deal with species at risk, for example, landscapes and maintaining places -- even historic areas, we have certain weathering that goes on now -- even the monuments here in Washington that we're studying. "So climate change; staying relevant to our constituents, to the American people, making sure we tell the stories, the full diverse story, of the American experience. Those would be a couple things I would worry about."

Reynolds said in the next hundred years, some of the nation's 413 parklands may look different than they do now because of a warming climate: "We may have in Glacier National Park fewer glaciers...We're trying to figure out how to change that process, mitigate those processes. But we may have to tell stories and we may have to understand and show parks in a different way ahead. I hope not."

A more immediate threat to the nation's parks is the large and growing deferred maintenance backlog, which stood at $11.927 billion at the end of Fiscal 2015. "For several years, NPS maintenance funding has not kept pace with its identified needs," the NPS says on its website. That deferred maintenance total is expected to rise again in Fiscal Year 2016, even though Congress gave NPS $90 million in this centennial year to address deferred maintenance needs as well as an additional $28 million for transportation repairs and construction. "While these increases will enable the NPS to address more of its most critical requirements, the DM (deferred maintenance) total will continue to grow," the park service said.

On Tuesday, just in time for the National Park Service's 100th birthday on Aug. 25, President Obama, by proclamation, established the Katahdin Woods and Waters National Monument in north central Maine. The proclamation says the 87,500 acres -- an enormous area -- is an "extraordinary natural and cultural landscape," with mountains, woods and waters that are still "cherished" by Native Americans; logged by lumberjacks; and enjoyed by "Artists, authors, scientists, conservationists, recreationists, and others" who "have drawn knowledge and inspiration from this landscape."
