Back to Rep Barbara Lee for a moment if you don't mind. Rep Barbara Lee calls on congress and the president to "recognize the
effects on women, and to use 'gender-specific frameworks in developing policies to address climate change."
Does anyone think this woman is sane? This type of rhetoric sounds just like a piece right out of the feminist's handbook on how
to get congress to make policy (spend our monies) on whatever the latest feminist whine of the day happens to be. Now we
Americans are supposed to buy into this version of climate change madness by making policy based on the assumption that
climate change forces women to become prostitutes?
From the link offered in the OP:
That's all it was... a request for Congress and the POTUS to "recognize the....address climate change." The article also concedes that there is indeed a connection between climate change and the potential for an increase in poverty. It doesn't take a rocket scientist to come to the conclusion that an increase in poverty can force an increase in prostitution. The purpose of the resolution was to call on Congress and the President to “recognize the effects on women, and to use ‘gender-specific frameworks in developing policies to address climate change.’”
To be sure, i don't see the real need to present a resolution to the congress, but i'm also not a displaced poor woman with maybe a child or two to feed and protect. Mock it, but let's hope that you don't sometime find yourself stuck in that situation. Even if you're a guy.

Liar. This is what I posted.
"and the liberals want to claim its Republicans and conservatives that are the whackos"
I did not call anyone a whacko, I said, as anyone who understands the English language can attest, liberals call Republicans and conservatives whackos. How exactly is that calling someone a whacko?
Perhaps words have different meanings in your part of the world.

Why do you think she brought this up in the manner in which she brought it up? Just to hear herself talk? Just to have a sound bite on the late news? It has been said that liberals don't understand that words have meanings. I am beginning to believe that statement is true.

I really have no idea what you mean. She brought it up because it's apparently a concern of hers. Or, maybe you're right. Maybe she did just want a sound bite. Whether that's true or not, remember that she's a politician. This is what politicians do; dems, repbubs, and all the other mole-rats that infest our government. Her point is not erroneous.

I'm going to say for the record to both @Mr Happy and @nathanbforrest45 as a poster since a moderator already ruled, that people should be careful about attributing comments to others.
That's lacking in truthiness and it personally pisses me off when people put words in my mouth. I might call that person a liar, too, even if I got a thread ban on it.
