This loophole is based on a law passed during W's terms (I believe). From what I hear, the South Americans are say get up there before the door is closed.

This was taken in part from a document we received from a GOP meeting in 2012. This is the first paragraph.

When Bush signed it, he nor anyone else envisioned tens of thousands of unattended children crashing our southern border. We are a sovereign nation, our borders should be respected by our neighbors to the south. Those depressed regions are unloading their weak, sick, uneducated, unskilled and often criminal types on us. Accepting them, is not charity, it's profoundly and recklessly dangerous and stupid.
