They make an excellent counter to the Sunni.
If the Shia and Sunni kill each other, they will leave the West alone.

The current Islamic State: they are Sunni fighting Shia (and Kurds and Iranians). They have yet to attack the West. Sounds like a perfect situation for the West.

In general, they seem less aggressive towards the west than Sunnis and are more concerned with regional issues than with global ones.

If you are intent on starting a Caliphate, attacking the West is low on the priority list. They have to seize and hold land. They have to govern. They have to keep the governed at a certain level of content. It is hard to rule. They are going to be busy if they manage to beat off the regional attacks against them.

Plus, the skill set of a conventional combatant, or even an unconventional combatant is totally separate and different from the skill set of a terrorist or intelligence officer.
