A huge part of their base is social conservative.
What they can do is produce a plan of what they will accomplish and leave the Social issues off of that plan , while still appointing pro life and traditional marriage judges. and taking that stance on the soap box.
Neither party has an idea of what to do and that is likely because we are so far down the rabbit hole, the party that finally tells the people the truth and comes up with a plan is likely to be the long term winner.

rereading the original quote I overlooked the key word "establishment."
the republican establishment do represent bigger government and are constantly beating down the true conservative rebels in the congress.

The biggest problem for the GOP and both parties really, is no one is interested in governing anymore. They are only interested in getting elected.

I know that but this is the slippery slope the GOP needs to consider.
They haven't divorced themselves from social conservatism entirely nor have they divorced themselves from fiscal conservatism either.
They are pandering to the moderates - ie: social conservative issues.
If fiscal conservatism is appropriate it will sell itself. Abandoning social conservatism appeals to moderates.
Do you believe that the religious right votes democrat if social conservatism is put on the back burner? No, they just don't vote for the most part.
