I am not against the Red Cross delivering food.

It isn't a miliary function. And inside the US, for the most part the National Guard is used as opposed to federal troops.

When Katrina hit, humanitarian aid came from global sources. This is no different. Politics are irrelevant. Babies and children are dying of starvation and disease secondary to lack of food. Yes, people will privately donate, but powerful governments can flex their muscles if they want to and ensure that all of those donations reach their targets. The fact that there are no vital western interests at stake gives these corrupt regimes license to abuse the process. Western nations can and should bring down the hammer on these rogue states that presume that they can divert world charity to their own benefit. They can and should be told that either they allow the charity to reach its intended target or they will be removed from power by whatever means. These are tiny governments that have no real ability to resist the biggest western powers if they collectively lower the boom.
